Mental states are just implementation-independent implementations of computer programs. This is not self-contradictory. The computer program has to be physically implemented as a dynamical system in order to become the corresponding computational state, but the physical details of the implementation are irrelevant to the computational state that they implement -- except that there has to be some form of physical implementation. Radically different physical systems can all be implementing one and the same computational system.
