為了將外國遊客在日本的“爆買”狀態延續下去，。日本《產經商務》16日報道，如果外國遊客購買食品、化妝品等快速消費品和其他一般性物品的累計金額在5000日元以上，可以免除消費稅。日本全國現在有約4萬家免稅商店，比5年前增加了近10倍。日本政府設想在東京、大阪和名古屋三大都市圈之外，其他城市的免稅店在2018年後增加到2萬家。
據了解，此前外國遊客在日本購物時，在購買服裝和工藝品等一般商品、化妝品和食品等消耗品分別達到5000日元以上時才能享受免稅。政策調整後，隻要外國遊客消費總額超過5000日元便可享受免稅。
報道稱，日本政府已於去年5月將一般商品的免稅下限從1萬日元下調至5000日元。日本觀光廳還計劃對每位出境人員(包括本國人和外國人)征收1000日元(約合人民幣59元)“出境稅”，資金將被用作基礎設施建設等的財源。預計該舉措將與擴大免稅結合起來振興日本旅遊業。
為吸引外國遊客購物，韓國在免稅方麵也推出了一係列優惠政策。韓國有近1.8萬家“事後免稅店”，外國人在此購買3萬韓元以上商品後，出境前在機場的自助退稅機上就可辦理退稅手續，隻要掃描免稅店的購物發票條形碼，就可向顧客自動返還附加稅和個人消費稅。另據韓國《數碼時報》介紹，今年韓國還推出手機退稅軟件方便外國人辦理退稅手續。外國人僅需掃描護照和商品發票，便能在出境後獲得退稅款。
