朝鲜祖国统一民主主义战线中央委员会３月１７日发表了《告全体朝鲜民族》呼吁书。全文如下：
海内外全体朝鲜同胞！
目前，在朝鲜半岛造成了战争前夕的严峻局势。
美帝等敌对势力的反朝“制裁”骚动极为严重的时候，在南朝鲜的空中、陆地和海上美帝侵略军和傀儡军大批兵力以及最新核战争装备参加的“关键决心”、“秃鹫”侵朝核战争演习也进入了最严重的高峰。
由于美国和傀儡集团冒险的挑衅和战争阴谋，朝鲜半岛局势已经越过了无法收拾的危险界线，互相交火的最坏的物理冲突局面已经在所难免。
的确，朝鲜半岛从来没有面临像今天这样严重的核战争危机。
针对当前的形势，朝鲜军民一致奋起投入了歼敌的全面对抗战。
这是一场维护民族的尊严和主权的正义斗争。
美国及其追随势力对朝鲜民族的喜悦和骄傲——第二颗《光明星-３》号卫星的成功发射发起挑衅，是对民族尊严和主权不可容忍的亵渎和穷凶极恶的挑战，也是反朝敌视政策和侵略阴谋的集中表现。
朝鲜不能进行国际上公认的卫星发射，就是他们恣意挥舞核武器，朝鲜就不能拥有核武器，这简直是要阻挡朝鲜的繁荣强盛，进而解除武装吞并朝鲜的强盗横暴的顶峰。
对侵略和战争的罪魁祸首美国，对话和真实是讲不通的。
以正义的祖国统一大战对抗侵略战争，以更具威力的核报复打击应对核战争挑衅！这就是朝鲜千百万军民对敌对势力和好战分子集团的坚决回答和杀敌意志。
这也是朝鲜从跟美国的百年大决战中得出的最终结论。
朝鲜在伟大的先军旗帜下勒紧腰带，建设战无不胜的革命劲旅，成为世界宇宙强国、核国家，就是基于这一历史教训发挥民族自尊心的结果。
现在，朝鲜民族不怕世上任何人，全球上谁也不敢触犯朝鲜民族。
朝鲜的全面对抗战是纠正种种不义猖獗的无法无天的世界秩序、捍卫正义、结束跨世纪和年代持继的同百年宿敌斗争的爱国圣战。
在这最后的决一死战中朝鲜将得到的是民族最大的宿愿——祖国统一，失去的只是军事分界线。
全体朝鲜民族要一致投入这一全民族性爱国圣战，尽到作为民族一员的崇高使命和历史责任。
海内外全体朝鲜同胞！
今天的全面对抗战是维护民族尊严和主权的全体朝鲜民族和美国之间的大决战。
在这具有民族历史意义的神圣大决战，没有北方、南方和海外之分，也没有思想和理念、阶级和阶层、男女老少之别。
现在是只要有朝鲜民族的鲜血和精神的人，就应团结起来毅然投入维护民族命运的爱国斗争的时候。
全体朝鲜民族要坚决反对并彻底粉碎美国和亲美逆贼集团的侵略战争阴谋。
要在南朝鲜和海外各地燃起全民爱国抗战、反美圣战的烈火。
要在南朝鲜赶走一切不幸和痛苦的祸根美帝侵略军，彻底清除战争的根源。
不铲除南朝鲜的亲美逆贼集团，民族就不能平安，也难免战争惨祸。
全民族要积极参与正义的祖国统一大战，在祖国疆土上永远消灭南朝鲜的亲美反统一势力。
朝鲜的核遏制力是民族主权和尊严的象征，也是保卫民族的宝剑。
如果没有自卫力量就没有民族的存在，这是永不变的道理，也是弱肉强食的悲剧现实给与的教训。
对侵略集团是常识、理性、对话都讲不通的，国际法也一文不值。
海内外的全体朝鲜同胞为保卫民族的伟大先军政治和朝鲜的核遏制力，应感到光荣和自豪，并积极支持和拥护。
由于拥戴在最高境界弘扬举世伟人们业绩的白头山天降统帅金正恩元帅，朝鲜的正义圣战更加光明正大，胜利是确定不移的。
朝鲜军民拥戴伟大统帅的骄傲无与伦比、气势冲天。
如果美国和傀儡集团胆敢冒犯朝鲜的尊严和主权，我们将就毫不留情地消灭挑衅者、侵略者，一鼓作气夺取祖国统一大战的最后胜利。
北方、南方和海外的全体朝鲜民族将粉碎傀儡集团冒险的对抗和战争阴谋，一致进行维护民族主权和尊严的全民抗战、正义的统一爱国圣战，从而在三千里祖国疆土上一定要建成统一繁荣的天下第一强国。
我们坚信，北方、南方和海外的全体同胞一定会积极响应朝鲜爱国意志澎湃的这一呼吁。
最后胜利属于朝鲜民族。

지금 조선반도에는 전쟁전야의 준엄한 정세가 조성되고있다.
미제를 비롯한 적대세력의 반공화국《제재》소동이 극도에 이르고있는 가운데 남조선의 하늘과 땅,바다에서는 미제침략군과 괴뢰군의 대병력과 최신핵전쟁장비들이 총동원된 광란적인 《키 리졸브》, 《독수리》북침핵전쟁연습이 최극단으로 치닫고있다.
미국과 괴뢰패당의 무분별한 도발과 전쟁책동으로 하여 조선반도정세는 이미 수습할수 없는 위험계선을 넘어섰으며 이제 불과 불,철과 철이 오가는 최악의 물리적충돌을 피할수 없게 되였다.
실로 조선반도에 오늘과 같은 심각한 핵전쟁위기가 들이닥친적은 일찌기 없다.
조성된 정세에 대처하여 우리 군대와 인민은 원쑤격멸의 전면대결전에 산악같이 일떠섰다.
우리의 전면대결전은 민족의 존엄과 자주권을 지키기 위한 정의의 싸움이다.
미국과 그 추종세력이 겨레의 기쁨이고 긍지인 《광명성－３》호 ２호기의 발사성공에 대해 도발을 걸어온것은 민족의 존엄과 자주권에 대한 참을수 없는 모독이며 극악한 도전이다.
그것은 반공화국적대정책과 침략책동의 집중적발로이다.
국제적으로 공인된 위성발사를 우리가 하면 안되고 저들은 핵을 마음대로 휘둘러도 우리는 핵을 가져서는 안된다는것이야말로 우리 공화국의 강성번영을 가로막으며 나아가 우리를 무장해제하여 집어삼키자는 날강도적횡포의 극치이다.
침략과 전쟁의 원흉인 미국과는 말이나 진실이 통하지 않는다.
침략전쟁에는 정의의 조국통일대전으로,핵전쟁도발에는 더 위력한 핵보복타격으로！ 이것이 적대세력과 호전광무리들에 대한 우리 천만군민의 단호한 대답이며 멸적의 의지이다.
그것은 미국과의 백년대결전에서 우리가 얻은 최종결론이기도 하다.
우리가 위대한 선군의 기치밑에 허리띠를 졸라매면서 무적필승의 혁명강군을 건설하고 세계적인 우주강국,핵보유국으로 솟구쳐오른것은 바로 그런 력사적교훈에 기초한 민족자존심의 분출이다.
우리 민족은 이제 이 세상에 그 누구도 무서울것이 없으며 우리 민족을 건드릴자 지구상 그 어디에도 없다.
우리의 전면대결전은 온갖 불의가 판을 치는 불법무도의 거꾸로 된 세계질서를 바로잡고 정의를 고수하며 세기와 세기를 이어온 백년숙적과의 싸움을 종결하기 위한 성스러운 애국성전이다.
이 최후의 판가리대결전에서 우리가 얻을것은 민족최대의 숙원인 조국통일이고 잃을것은 군사분계선이다.
전체 조선민족은 이 거족적인 애국성전에 한사람같이 떨쳐나서 민족의 일원으로서의 자기의 숭고한 사명과 력사적책임을 다하여야 한다.
해내외 전체 조선동포들！
오늘의 전면대결전은 민족의 존엄과 자주권을 지키기 위한 전체 조선민족 대 미국사이의 대결전이다.
이 성스러운 민족사적대결전에는 북과 남,해외가 따로 있을수 없고 사상과 리념,계급과 계층,남녀로소가 따로없다.
지금이야말로 조선민족의 피와 넋을 가진 사람이라면 하나로 굳게 뭉쳐 민족의 운명을 지키기 위한 애국투쟁에 결연히 나서야 할 때이다.
전체 조선민족은 미국과 친미역적패당의 침략전쟁책동을 단호히 반대배격하고 철저히 짓부셔버려야 한다.
남조선과 해외도처에서 전민애국항쟁,반미성전의 불길을 세차게 지펴올려야 한다.
온갖 불행과 고통의 화근인 미제침략군을 남조선에서 몰아내며 전쟁의 근원을 송두리채 제거하여야 한다.
남조선의 친미역적패당을 그대로 두고서는 민족이 편안할수 없으며 전쟁참화를 면할수 없다.
온 민족은 정의의 조국통일대전에 적극 합류하여 남조선의 친미반통일세력을 이 땅에서 영영 쓸어버려야 한다.
우리의 핵억제력은 민족의 자주권과 존엄의 상징이고 민족수호의 보검이다.
자기를 지킬 힘이 없으면 민족의 존재도 없다는것은 만고의 철리이고 약육강식의 법칙이 판을 치는 비극적현실의 교훈이다.
침략의 무리들에게는 상식도,리성도,대화도 통하지 않으며 국제법도 안중에 없다.
해내외의 전체 조선동포들은 민족을 지켜주는 위대한 선군정치와 우리의 핵억제력에 응당 긍지와 자부심을 가져야 하며 적극 지지하고 옹호해야 한다.
우리의 정의의 성전은 절세의 위인들의 위업을 최상의 경지에서 빛내여가시는 백두산천출령장 김 정 은원수님을 진두에 모시여 더욱 영광찬란하고 승리는 확정적이다.
위대한 령장을 높이 모신 우리 군대와 인민의 긍지는 비길데 없고 기세는 하늘을 찌르고있다.
미국과 괴뢰패당이 우리의 존엄과 자주권을 털끝만큼이라도 건드린다면 우리는 도발자,침략자들을 무자비하게 짓뭉개버리고 단숨에 조국통일대전의 최후승리를 이룩하고야말것이다.
북과 남,해외의 전체 조선민족은 미국과 괴뢰패당의 무모한 대결과 전쟁책동을 짓부셔버리고 민족의 자주권과 존엄을 수호하기 위한 전민항쟁,정의의 통일애국성전에 총궐기해나섬으로써 삼천리조국강산에 통일되고 번영하는 천하제일강국을 기어이 일떠세우고야말것이다.
우리는 애국에 넘친 절절한 호소에 북과 남,해외의 온 민족이 적극 화답해나서리라고 굳게 믿는다.
최후의 승리는 우리 민족의것이다.

DFRK Sends Appeal to All Koreans

The Central Committee of the Democratic Front for the Reunification of Korea (DFRK) issued an "Appeal to All Koreans" on March 17.
The full text of the appeal reads:
All Koreans at home and abroad!
A grim situation on the eve of a war has been created on the Korean Peninsula.
The U.S. imperialists and other hostile forces are staging mad-cap Key Resolve and Foal Eagle nuclear war exercises in the sky, land and sea with the involvement of huge U.S. aggression forces, south Korean puppet forces and ultra-modern nuclear war means amid the "sanctions" racket against the DPRK that have reached the height.
Due to the U.S. and south Korean puppet forces' reckless provocation and war moves, the situation on the Korean Peninsula has gone beyond the controllable level and the worst physical conflict has now become unavoidable.
Never has there been such a time as now when the Korean Peninsula has faced such a great danger of nuclear war.
Under the prevailing situation the army and people of the DPRK turned out in an all-out action to annihilate the enemies.
The all-out action represents a battle of justice for defending the dignity and sovereignty of the nation.
The U.S. and its followers provoked the DPRK over its successful launch of satellite Kwangmyongsong 3-2, pride and happiness of Koreans. This was an intolerable insult and hideous challenge to the dignity and sovereignty of the nation.
The provocation was a striking manifestation of the hostile policy toward the DPRK and a war act against it.
They assert that the DPRK is banned from launching satellite even though it is a right recognized by international law and that the DPRK is not entitled to have access to nukes even though they brandish nukes at their will. This is the height of brigandish action aimed to check the DPRK's advance for prosperity and force it to disarm in the end.
Words and truth do no work on the U.S., chieftain of aggression and war.
The army and people of the DPRK are full of the spirit of annihilating the enemies and are ready to counter the war of aggression with a great and just war for reunification of the country, and the provocation of a nuclear war with a stronger nuclear retaliatory strike. It is their unequivocal answer to the warmongers. This is also a final conclusion drawn by the DPRK in the century-old confrontation with the U.S.
The DPRK has built invincible revolutionary strength, tightening their belts, under the great banner of Songun and finally emerged as a world-level space power and a nuclear weapons state. This was an expression of the national self-esteem based on the historical lesson.
The Korean nation has nobody to be afraid of in the world and no one in the world can provoke the nation.
The all-out action declared by the DPRK is a sacred and patriotic one for setting right the wrong world order by which injustice prevails over justice, and for fighting against the arch enemy.
In the final battle the DPRK will win national reunification, the cherished desire of the nation, and lose only the military demarcation line.
All the Koreans should turn out in the patriotic nationwide action and fulfill their noble mission and historic responsibilities as a member of the nation.
All the Korean compatriots at home and abroad!
Today's all-out action is a showdown between all the Koreans and the U.S., one for defending the dignity and sovereignty of the nation.
There can be no separation between the north, the south and abroad and no distinction between ideology, ism, class, strata and age and sex in this sacred battle of the nation.
Now is the time for all those with the blood and soul of the Korean nation to unite as one and take part in a patriotic action to defend the destiny of the nation.
All the Koreans should strongly reject and foil the U.S. and pro-U.S. traitors' moves for a war of aggression.
Those in south Korea and different parts of the world should raise the flame of patriotic resistance against the U.S.
The U.S. imperialist aggression forces, root cause of all misfortune and pains, should be driven out of south Korea and the cause of a war be removed as a whole.
The nation can neither be safe nor escape from a disaster of war as long as the pro-U.S. group of traitors is allowed to lord it over in south Korea.
All the Koreans should join the great and just war for national reunification and sweep away the pro-U.S. forces standing against reunification from south Korea.
The DPRK's nuclear deterrence is a symbol of the nation's sovereignty and dignity and a treasured sword for safeguarding the nation.
It is the immutable truth that a nation can not exist if it has no strength to protect itself. It is also a lesson taught by the tragic situation in which the jungle law prevails.
Aggressors are bereft of common senses and reason, and therefore, dialogue will never work on them who are utterly in disregard of international law.
All the Koreans at home and abroad should be proud of the great Songun politics and the DPRK's nuclear deterrence that protect the nation, and fully support them.
The DPRK's sacred war of justice is sure to win a shining victory as it is led by Marshal Kim Jong Un, illustrious commander of Mt. Paektu who glorifies the cause of President Kim Il Sung and leader Kim Jong Il, peerlessly great men, at the highest level.
Immense is the pride of the army and people under the leadership of the great brilliant commander and mounting high is their spirit.
If the U.S. and the south Korean puppet forces provoke even a bit the dignity and sovereignty of the DPRK, we will mercilessly wipe out the provokers and aggressors and achieve the final victory of national reunification at a breath.
All the Koreans will turn out in an all-people resistance, a just patriotic war for reunification to foil the south Korean puppet forces' reckless confrontation and war moves and thus build the most prosperous and powerful country on a reunified land of Korea.
We firmly believe that all the Koreans will positively respond to this patriotic and ardent appeal.
Final victory belongs to the Korean nation.
