新澳門學社致函銀河娛樂負責人，要求體現企業社會責任，減少外勞，保障本地人就業，立即回應集體解僱事件。函件全文如下。
銀河娛樂場股份有限公司呂志和董事長台鑒：
銀河娛樂場股份有限公司在澳門特別行政區取得博彩經營權，在此間投資發展，而博彩業被政府指定為「龍頭」產業，澳門居民對博彩業的發展都十分關注。
今年初，博彩經營機構共獲政府批准輸入非本地勞工達22,386人，其中19,251人(達86%)為非技術性勞工，愈來愈多居民向本學社反映，指出博彩業輸入外勞太多，希望「龍頭」產業把職位還給本地居民。今年行政長官宣示本地博彩業進入鞏固期，近期個別博彩娛樂場集體解僱員工，更引起居民焦慮。
為了及早避免引發對本地博彩經營構成衝擊的社會行動，新澳門學社除致力提請澳門特別行政區政府妥善監管外，並特此向 閣下反映本地居民的期望。現時，公眾強烈期望博彩經營機構體現企業的社會責任，在人力資源調動方面採取有利於維護社會穩定和在本地可持續發展的政策，特別是
（１） 盡快減少非技術性外勞，把非技術性職位給予本地居民；
（２） 嚴格遵守政府不容非本地員工擔當莊荷的規定；
（３） 設置適當機制，提拔具潛質的莊荷參與中上層管理工作；
（４） 當部份場所收縮經營之前，妥善安排外勞退場，在仍然聘用外勞的情況下，不要收縮經營而解僱本地員工。
由於集體解僱員工已不幸在 貴司轄下個別博彩娛樂場發生，我們期望 閣下立即基於上列準則作出回應。

Macau government has designated the gambling industry to be the “head” of all industries in Macau, and
Galaxy Casino

is chartered and invests to operate casino business. Please be advised that
Macau
residents pay close attention to the development of casino businesses.
According to the official statistics, there are 22,386 imported workers, among them, 19,251 are non-skill (86%), admitted to the companies chartered to operate casino business. We have received increasing complains from the residents about the unreasonable immense population of imported workers in the casino industry. Macau residents are expecting the head industry in

returns the jobs to local people.
The Macau Chief Executive has declared the gambling industry in

accessing to consolidate period. And the collectively dismissal occurred in individual casinos does induce deep worry among
Macau
society.
In order to prevent from social activism against the gambling industry before undesired reactions from the public are encountered. The New Macau Association is urging the government to monitor the industry properly. Besides, we request the enterprises that run casino businesses should apply appropriate and immediate policies to fulfill their social responsibility, and adopt measures to maintain social stability and sustainable development. The policies ar1. 1. Reduction of imported non-skill workers as soon as possible, and arrange non-technical (non-skill) job to local worker;
2.Adherence to the government policy that all gambling dealer must be local residents 3. Establishment and implantation of suitable mechanism for local gambling dealer with potentials to be promoted to middle and upper management ranking;
4. Arrangement for non-resident workers to retreat properly before the withdrawal of individual casinos, and never dismiss local employees for business regression while there are non-resident employees Since collectively dismissal does occurred unfortunately in the casino under your company, we expect immediate response according to above criterions.

學社將進一步致函其餘五公司負責人（Stanley Ho sociedade de Jogos de Macau S.A.;Stephen Alan Wynn Wynn Resorts (Macao) S.A.;(William P. Weidner Venetian Macau S.A.;Pansy Ho MGM Grand Paradise, S.A.;Lawrence Ho Melco PBL Jogos (Macau), S.A.），同樣要求保障本地員工就業。
自由工會已入信民政總署，打算在七月五日中午由員工在星際銀河集會示威。

緊急約見譚伯源司長事，經濟財政司司長辦公室回覆議員稱，司長需赴醫院診治，暫未能安排；
但不用擔心，有工友通知，譚司長將於七月四日由受國愛澳工會安排去勞工局見一見工友。
