何特首不僅委任科技大學大批名流入澳門基金會內,攻委任科技大學大批名流入科技發展基金會內。
這兩個基金會內的科大名流有人滿之患,依法定的迴避制度,根本完全不可能處理給予科大的資助撥款!
偏這批科大名流硬是給科大放水如故,無法無天。民主昌請何特首成立獨立調查委員去調查,毫無反應;
民主新把資料拿到檢察院去,提出了以下檢舉:
科學技術發展
基金的信託委員會的七人成員中,除了主席何厚鏵、劉仕堯及Manuel Santos以外,其他四位包括吳榮恪、廖澤雲、楊俊文及崔世昌等均是科大校董
會成員,其中廖澤雲更是科大校監、及科大基金會行政委員會主席
。當科技大學或科技大學基金會向科學技術發展基金作出五十萬元以上
的資助申請時,若信託委員會中四名具科技大學校董身份的人士有依法
作出迴避的話,那麼根據科學技術發展基金章程第九條第三款的規定
,信託委員會當無法進行。若信託委員會中各科大校董成員漠視法律規
定而不作迴避的話,則有關行政行為應屬違法的無效行為,應予撤銷;
此外,科學技術發展基金的行政委員會由唐志堅、李鎮東及鄭冠偉三人
組成,前者為行政委員會主席,而同時亦身任科技大學之校董
。而根據科學技術發展基金章程第十五條規定,批出資助之金額為五十
萬澳門元或以下者,行政委員會有權作出批准的決議。只是
,細觀科學技術發展基金所公佈的簽署情況,身為科技大學校董的唐志堅先生並沒有依法作出迴避
,顯然這也存在涉嫌違法的問題。
據此,可以得出初步結論,科學技術發展基金向科技大學或科技大學基
金會的批給的資助,不論是五十萬元以下或五十萬元以上的批給
,全都是涉嫌違法的行政行為。
民主昌今早去校際高等學院圓桌會議談澳門人力資源政策,慨歎政策方向一錯再錯。表面上政府成立人力資辦公室,進一步深化政策,實質上是沿著錯誤的方向走的更遠。人力資源政策,理應是審視城市整體需要,利用賭稅投資確保這個城市不可單憑市場決定的社會服務人力資源,而回應經濟行業眼前預計的人力需求,只應是政策的一部份。可是,過去人力資源委員會已是商界主導,只重後者而忽略前者;現改設人力資源辦公室,就單單集中於用輸入外烤來滿足經濟行業的需索,簡直走火入魔。以下是民主昌的講話:
Due to economic immigrant in the beginning of 1980s accompanying with the industrialization at that time, present population structure of
Macau appears a wave style. Many people in the age range between 45 and 55. Part of them came to
Macau 20 years ago, as the main production force in manufacture and construction sector at that day, and become marginal labor in the post-industrialization society nowadays.
Very few people in the age range between 20 and 35. They have better chance to earn high salary in the gambling industry. Casino investor complaint there is shortage of labor in this age range.
Comparatively many people in the age range between 15 and 20. Part of them belongs to the second generation of immigrant in the beginning of 1980s. Some of them did not finish secondary education while we did not provide free education for them in time. Comparatively few people in the age range less then 15.
Methodology is a problem in the present research and estimate of human resource needed in
Macau. Some estimates of the amount of human resource needed are based on an assumption that: Amount of human resource shortage equal to the Sum of all human resource needed by all new investment project minus the Natural net growth of local human resource.
This assumption is not realistic because there will be elimination through competition in the market. Some new investment projects may be fail, some old projects in the same industry or in other industry may leave the market.
Moreover, we must keep in mind that land leasing in extremely cheap price by the government during 2004 and 2006 has induced over-investment, which may produce hard competition in hotel industry and property market in the coming decade. Increasing trend of tourist from mainland
China will suffer with a dissipation effect, while rich people in mainland
China will choose farther places for traveling.
Government of Macau SAR always reacts positively to the demand of immigrant labor in economic sector. Amount of immigrant labor increased from
25000 in 2003 to more than 75000 nowadays.
Not permit immigrant labor in specific sector become a very powerful government “policy”. No immigrant labor in the sector of casino dealers is one of significant example. This “policy” let the casino dealers enjoy relatively high income, and successfully prevent form labor struggle action in this sector during the rapid growth of casino industry.
However, deep contradiction is developing here. Investor of casino has trained and is training a lot of casino dealers in mainland
China, waiting for chance to
Macau.
Casino dealers with potential and profound experience complain that their revenue is almost the same as the new dealers whose ability and performance cannot compare with them in anyway. Pin-manager and other higher position in casino will not provide to local dealers with potential and profound experience, because the casino investor need local labor in the dealer position, while pin-managers may be immigrant labor. Someday, the government will allow immigrant labor in the sector of casino dealer, under strongly support by the casino dealers with potential and profound experience, in order to increase their promotion chance. It is not easy to prevent form labor struggle action in the gambling industry in long run.
Government of
Macau SAR did pay sufficient attention to human resource needed in economic activity, but neglect the necessary of social service. If we want to save the life quality in this city and to maintain a necessary development of social service accompanying with the population and economic development, we cannot rely on market force. The government should allocate resource to improve the economic and social position of the professional human resource in social service sector. The government should create suitable environment for development of the human resource of teachers, doctors, nurses, and social workers, instead of paying attention to the labor demand of economic activity only.
